Once a child learns to crawl, the floor will "afford" him a space to do just that. Once a child learns that crawling will only get him so far, he learns to climb the stairs. Shortly thereafter, objects that only resemble stairs (in a visual sense) "afford" him a place to climb. Eventually, he will need to be taught not to take his pants off and climb all over everything - but during this sensitive (climbing) phase, just about everything with a stacked construction will draw out the urge for him to scale it.
